libapache2-mod-bw software package provides bandwidth limiting module for apache2, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libapache2-mod-bw
libapache2-mod-bw is installed in your system.
Make ensure the libapache2-mod-bw package were installed using the commands given below,
$ sudo dpkg-query -l | grep libapache2-mod-bw *
You will get with libapache2-mod-bw package name, version, architecture and description in a table
